Past United Nations resolution- Unconventional Arms Accord

United Nations HQ (PN) Two United Nation resolutions ago, the United Nations was deciding on passing what they called the "Unconventional Arms Accord." The resolution said that it is wrong for the intentional harm of any citizens and vaguely defined what a citizen was. The resolution called for strict punishment to those that intentionally harmed their citizens. In the Empires of Earth there was a great dispute on the subject of the resolution. The majority ruled against the resolution, but left the opportunity for those who were for and against it to come and discuss the resolution and ways to make it better. It is a desire for some to see it re-written to also define clearly citizens. The Minister of Information and His Majesty would like to see some involvement to get it ready for proposal to the United Nations.
